Windows 10 showing universal time instead of local time

I have 2 computers duel booting Windows and Linux and as such I have the BIOS clock set to UTC. Linux shows the correct time for my time zone bit Windows despite having the time zine set correctly and syncing to an NTP server keeps showing the time as UTC as it appears to expect the BIOS to be local time.

After done digging around I found that using regedit to create a new DWORD entry in the Registry solved the problem on both machines

The entry to solve this is as follows
Create new DWord entry  with a value of 1

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation\RealTimeIsUniversal

This should solve the problem. It did for me, for some people this too did not work and other people just had to change NTP servers and the problem resolved.
